District Menu: Fire Board | Current Agenda | Library | Budget | Organization | Annexation Moore | Wong | DeBonis | Hancock | Cantelme Annexation Information Daisy Mountain Fire District is a tax-supported entity, a subdivision of the state of Arizona, vested in January 1989 to perfonn emergency medical and fire fighting services. Daisy Mountain encompasses approximately 100 square miles, serving the Desert Hills, New River and Anthem areas. It offers fire and EMS services within its boundaries much like a municipality such as the City of Phoenix. The areas that it serves are not incorporated and would not have these services except for the creation of the Fire District. The Daisy Mountain Fire Department operates four first-line engine companies, two rescue companies, one command vehicle and other support vehicles out of four staffed stations that are manned twenty-four hours a day, seven days a week. Shifts are twenty-four hours on and forty-eight off. The fire department is dispatched by the City of Phoenix (via the 911 system) as part of a valley-wide consortium agreement. The Daisy Mountain Fire Department actively participates in automatic aid and mutual aid agreements with other fire departments in the Valley. Attached is information regarding the boundary change / annexation procedure. According to Arizona statutes, properties which are adjacent to Fire District boundaries may be eligible to be annexed into the District. The Boundary Change Request to the District showing property location, parcel number, and complete legal description must be submitted to the Fire District as the first step in the annexation process. The request will be checked against county records to verify eligibility. Verified requests received seven or more days prior to the monthly scheduled District Board meeting may be voted on in resolution form at that meeting. Requests received after that date would be held for a subsequent meeting. Properties which are verified and voted on by the Daisy Mountain Fire Board will be immediately accepted into the District. Subsequently, DMFD will register said property with all appropriate government agencies. At the end of this process, property owners will receive a letter for their files showing acceptance into the District. Daisy Mountain Fire Department is happy to provide fire and EMS services for the residents of our District. The Special District tax charged to District residents for this service is based on the secondary assessed value, also called the full cash value, of the property. The assessed value is found on the property owner's annual statement called a Residential Notice of Value and on the Property Tax Statement. The assessed value is set by the Maricopa County Assessor. The secondary assessed value is calculated by an assessment ratio applied to the Full Cash Value of the property. Full Cash Value is a reflection of the market value of a property using mathematical models adopted by the Arizona Department of Revenue. Legal Class determines the Assessment Ratio. The laws determinining class and ratio are set in the Arizona Revised Statutes under Title 42; the assessments are set by the Maricopa County Assessor's office. The assessed value is then used by the County Treasurer to calculate the tax liability. Legal Class is determined by the use of a property. Class 3 is owner occupied residence. Residential rental property is Class 4. Residential properties are assessed at a 10% ratio. Other classes of property are assessed at different ratios. The assessment ratio multiplied by the value of the property equals the assessed value for taxation purposes by Maricopa County. The Fire District tax rate, as set by Maricopa County based on the district budget for the year 2011, is $2.9793 per $100 of secondary assessed value (or full cash value).
